Embassy of the State of Libya, Tokyo

The Embassy of the State of Libya in Tokyo hereby invites qualified contractors to submit bids for the maintenance and renovation works of the Embassy Building and the Ambassador’s Residence.

1. Scope of Work:
The scope includes, but is not limited to:

  • General building maintenance and repair works
  • Renovation of interior and exterior areas
  • Electrical, plumbing, and HVAC system upgrades
  • Air-conditioning System Replacement
  • Replacement of the Passenger Elevator and Vehicle Elevator
  • Safety and security enhancements
  • Landscaping and exterior maintenance
  • Flooring and wall paining Works inside the Embassy and Residence.

2. Eligibility Requirements:

  • Registered and licensed contractors in Japan with experience in building maintenance and renovation
  • Proven track record of similar projects
  • Ability to comply with local regulations, safety, and environmental standards
  • Financial capability to execute the project

3. Bid Submission:

  • Interested companies are invited to receive of the project specifications booklet during the period from [November 10 ~ 17, 2025].
  • A date will be scheduled for companies to visit the Embassy and inspect the work site.  Please kindly call the Embassy for further details.
  • Bids must be submitted in sealed envelopes to the Embassy of the State of Libya in Tokyo at the address below:
    [10-14 Daikanyama-cho, Shibuya-ku, Tokyo]
  • Deadline for submission: [One week after site inspection]
  • Late submissions will not be considered.

4. Bid Documents:

  • Interested bidders may obtain the detailed Bidding Documents and specifications from the Embassy during the period from [November 10 ~ 17, 2025].
  • Documents can be collected only in person.

5. Site Visit:

  • A mandatory site visit will be conducted after receiving the bidding documents.
  • Interested bidders are requested to confirm attendance in advance.

6. Evaluation Criteria:

  • Compliance with technical specifications and requirements
  • Price competitiveness
  • Experience and past performance
  • Financial and technical capability

  • The Embassy reserves the right to accept or reject any bid, in whole or in part, without assigning any reason.
